David Cameron has said the gap between the three main political parties on how to regulate newspapers in the wake of the Leveson inquiry is "too great" to be bridged, the BBC understands.
The PM has told the Lib Dem leader Nick Clegg and Labour leader Ed Miliband he will publish his proposals for a Royal Charter to establish a new tougher press regulator on Monday.
Opposition parties are concerned the plans could allow ministers and newspaper owners too much discretion over the regulation of the press.
